About Bureau

Attention to audit in Palestine started with the advent of Palestine National Authority together with establishment of different institutions and entities. The presidential decree 22/1994 instated the General Audit Institution, followed by the decree law 17/1995 on the General Audit Institution. GCI commenced action in Gaza and Ramallah, human resources were recruited and it kept operating until the State Audit and Administrative Control Bureau law 15/2004, based on the Palestinian Basic Law of 2003, was enacted.

    • SAACB at Muscat academic meeting


    Mr. Ayman Shaheen from the legal affairs department represented SAACB at the academic meeting on the ‘comparative experience in the governance of government entities’, held in Muscat, Oman from 6-9 October, 2025. Many Arab SAIs were present at the meeting. It intended to enable the participants review the best advanced practices in the governance of government entities, by reviewing the experience participating SAIs, and concentrating on tools, legislations and protocols followed to reinforce governance of the government performance. The meeting also included special training sessions on the public sector governance, which aimed at unifying the guiding concepts and references. The meeting discussed the work papers the delegations presented on the Arab states experience in order to exchange knowledge and learn lessons. Mr. Ayman Shaheen presented a paper on SAACB experience in this regard.
