About Bureau

Attention to audit in Palestine started with the advent of Palestine National Authority together with establishment of different institutions and entities. The presidential decree 22/1994 instated the General Audit Institution, followed by the decree law 17/1995 on the General Audit Institution. GCI commenced action in Gaza and Ramallah, human resources were recruited and it kept operating until the State Audit and Administrative Control Bureau law 15/2004, based on the Palestinian Basic Law of 2003, was enacted.

  • Mr. President receives 2024 annual report


    Mr. President of Palestine Mahmoud Abbas met in his Ramallah office on Thursday 10.07.2025 the auditor general Mrs. Amal Faraj and the Bureau’s delegation. Mr. President received the annual report for 2024, which includes achievements of the past year and development plans to enhance audit and transparency. Mr. President appreciated effort and part of the staff to promote audit frameworks in the Palestinian society, and the national effort to cement integrity values in public affairs management. The Bureau released 95 audit reports across 2024 in the sectors of economy (6), governance and security (11), social and cultural services (18), non-government organizations (10), infrastructure (21), performance (14) and local government (15). The Bureau issued 50 recommendations monitoring reports, and received 378 complaints and statements for the same year, where 233 of these have been followed up and processed. The Bureau responded within limitations of powers to 37 audit requests from Anti Corruption Commission, 3 from council of ministers 4 from ministries and public entities and one request from local entities, with 45 requests in total in 2024. Forty requests were accomplished and the remaining are still being processed in 2025. Additionally, 3 reports that involve corruption suspicions have been referred to the Anti Corruption Commission. The Bureau appreciates the cooperation of many audited entities in findings reached, which would fulfill the public interest. Most of entities that were audited in 2024 responded to reports of the Bureau, and expressed willingness to enforce the recommendations. Many findings that need more improvement and development effort have been followed up, and 83 audited entities (87%) responded to audit reports.
